phpnet.org is a commercial venture, despite the name, located in France. While their ticket system is painfully slow (I am without databases for 3 weeks now!) their forum seems to be the place admins hang out & lots of issues are solved there. While the offer lacks features, the pricing and uptime are perfectly admissible. I "know" them for three years and consequently decided to join when I wanted my own little share of the webspace a year ago. Overall a-ok for featureless, cheap-cheap, reliable hosting.
